Keep in mind that this isn’t actually on Japanese TV.

As Nike said, it’s a parody made from a clip of the above mentioned anime, and posted on a site called nikoniko douga (nicovideo.jp) which is basically a cross between youtube and 2ch (think youtube but largely populated with the type who would make and enjoy this type of video).
